Use Council's online payments
You can make a full or part payment on your Council rates online with a Visa or MasterCard.
What you need
- a copy of your rates notice
- the 'Assessment Number' located in the top right corner of your rates notice, and
- your Visa or MasterCard.
How to pay online
- Go to Council's ePayments for rates.
- Detailed step-by-step instructions help you through the payment process. Go to ePayments help if you need support.
- At the end of the payment process you get a reference number. Print the final screen or write down your reference number. You are not emailed a receipt for your online payment.
My Accounts
You can login to Council’s secure online website to view your outstanding accounts.
Each account will be shown with the amount owing. You can choose which account/s to pay and the amount then make a secure payment.
- You need to register as a user.
- Once you have received your password and login, go to My Accounts.
- Detailed step-by-step instructions help you through the payment process. Go to ePayments help if you need support.
- At the end of the payment process you get a reference number. Print the final screen or write down your reference number. You are not emailed a receipt for your online payment.
Other ways to pay your rates
Pay by phone
Pay rates with a Visa or MasterCard over the phone 24 hours using SecurePay automated system.
- Phone Moreland SecurePay direct on 8677 5137. Press 3 to pay rates and then follow the voice prompts, or
- Phone Moreland City Council on 9240 1111. Press 1 to make a payment and then press 6. You will be connected to Moreland SecurePay. Press 3 to pay rates and then follow the voice prompts.
You will be asked for:
- the 'Assessment Number' located in the top right corner of your rates notice,
- your Visa or MasterCard number, and
- the CVC number which is the last three digits at the back of your Visa or MasterCard.
Use your internet banking website with BPAY
If you have internet banking set up, you can pay Council rates as a BPAY bill. Payments can be made from your savings, cheque or credit card account.
- Login to your internet banking and select the button to pay bills online.
- Enter the Moreland City Council
Biller Code 35105, the Reference Number found beside the BPAY symbol on the front of your rate notice, and the payment amount. - Your account is debited and you get a receipt number and this confirms your payment.
Pay by phone with BPay
When using BPay, you can select to have your payment taken from your savings, cheque or credit card account.
- To use this system, you'll need to contact your participating bank, credit union or building society and arrange for a password to access BPay.
- Once you have a password, you can pay your Council rates and any other account that carries the BPay logo.
- Ring your bank at any time to pay your Moreland Council rates from either your savings, cheque or credit card account.
- Enter the Moreland Council Biller Code 35105, your Customer Reference Number found beside the BPay symbol on the front of your rate notice, and the amount of your payment.
- Your account is debited and you get a receipt number and this confirms your payment.
Use POSTbillpay website
To pay Council rates through the POSTbillpay website, you need:
- your VISA or MasterCard credit card number
- Council's Billpay Code 3203, your Reference Number found beside the POSTbillpay symbol on the front of your rate notice, and the payment amount.
- Your account is debited and you get a receipt number and this confirms your payment.
The POSTbillpay website is a secure website and you can use your credit card safely.
Pay by phone with POSTbillpay
You can pay your Council rates by phone with POSTbillpay using your Visa or MasterCard.
- Call 13 18 16 to pay your Moreland Council rates by Visa or MasterCard.
- Quote the Moreland Council Billpay Code 3203 and the Reference Number found beside the POSTbillpay symbol on the front of your rate notice and the amount of your payment.
- Your account is debited and you get a receipt number and this confirms your payment.
Pay by post
- Make a cheque or money order payable to 'Moreland City Council' and cross it 'Not Negotiable'.
- Separate the payment slip on your rates notice and mail it with your cheque or money order to Moreland City Council, Locked Bag 10, Moreland 3058.
- Council does not provide a receipt for payments received by mail. Keep the top portion of your notice for your records.
Pay in person
Pay at a Council Citizens Service Centre
Council Citizens Service Centres accept Visa and MasterCard, EFTPOS, cheque, money order, and cash. The minimum payment for all card transactions is $10 and there is no cash out facility.
Office hours are Monday to Friday from 8.30 am – 5 pm (closed public holidays).
You should give your full rate notice to the officer at a Citizens Service Centre:
- Moreland Civic Centre 90 Bell Street, Coburg
- Brunswick Citizens Service Centre, 233 Sydney Road, Brunswick
- Glenroy Citizens Service Centre, 796N Pascoe Vale Road, Glenroy
Pay at a Post Office
- Take your rate notice intact to a Post Office.
- You can pay by Visa and MasterCard, EFTPOS, cheque, money order or cash. You will be issued with a receipt, which you should keep as your record of payment.
