Advanced technology in waste and recyclable processing, strategic location of the processing centre and the ability for a contractor to handle green waste collection in the southern area are the winning factors in the new waste services contracts.
The green waste collection will continue to be done by the in-house unit, however the new contract provides for the green waste collection in the southern area to be done by an external contractor.
The technology that will be used by the recycling processor has advanced to the stage that material previously considered as contamination such as small fragments of glass, mixed plastics and plastic bags can now be sorted and recycled. This will reduce the level of contamination and increase the amount of material that can be recycled.
Council will save approximately $900,000 annually due to a number of improvements such as:
- the recycling facility chosen, Polytrade Coburg, being closer to the collection area than the existing facility hence reducing travelling costs;
- the density (allowable tonnages) to be collected by each vehicle will increase further reducing collection costs;
Council will increase the rebate (income) received for each tonne of recyclables because:
- the competitive outcome of the tender process;
- the reduced penalties to be imposed for contamination within recyclables.
The new contracts were necessary as the existing garbage, recycling and hard waste collection services contracts together with the recycling processing contracts all expire in September.
At July 2010 meeting, Council called for replacement contracts together with the inclusion of green waste collection from the southern area.
As indicated in the Council resolution a further report on the options and benefits to Council for awarding an Annual Hard Waste Collection and/or an on-call hard waste service is scheduled to be presented at the June Council meeting.
