Multiple pet permit

You may need a Council permit to keep many pets. The number of pets is different if you live in house or a flat or unit.

When you need a Multiple Pet Permit

You need an Multiple Pet Permit to keep more than:

  • two dogs at a house or one dog at a unit
  • two cats at a house or one cat at a unit
  • six chickens at a house
  • forty domestic birds at a house or five domestic birds at a unit
  • ten pigeons at a house
  • forty racing pigeons
  • two domestic mice or rats at a house or unit
  • two guinea pigs at a house or unit
  • two ferrets at a house or unit
  • two domestic rabbits at a house, or
  • domestic turtles or tortoises and reptiles.

Do not buy extra animals until Council approves your multiple pet permit (DOC 47Kb).

Pets that don't need a Multiple Pet Permit

If you live in a house, you can keep these animals without a Council permit:

  • any number of fish, or
  • up to four types of animals. For example, one cat, one dog, one chicken and one domestic bird.

Apply for a Multiple Pet Permit

  1. Download, print and fill in a Multiple Pet Permit application form (DOC 47Kb)
  2. Post, email or bring in the application form to a Citizens Service Centre.
  3. After Council has your permit application form, a Council Officer contacts you to arrange a time to visit your home.
  4. When a Council Officer visits, they will check that your home is suitable to keep extra animals.
  5. Council advises you in writing if your application is approved or rejected. If your application is approved, an invoice for $16 will be included.
  6. Ensure that all dogs and cats at your property are registered
  7. Once Council confirms that you have paid the invoice and registered all your animals, Council issues your permit.

Responsibilities of people with many pets

Look after pet dogs and cats in keeping with the Domestic Animals Act 1994. Look after all animals in keeping with Moreland City Council General Local Law 2007.

You must follow the conditions of a Multiple Pet Permit. If you don’t, you may lose the permit and you may get fined.
