Planning permit to build a driveway (crossover)

A crossover or vehicle crossing is the concrete area between the road and the driveway on your property. You would usually think it is part of your driveway.

Since a crossover is on public land, you do need a special vehicle crossover permit from Council for a new crossover.

A vehicle crossover permit is not a planning permit. 

When you need a planning permit for a new crossover

You need a vehicle crossing permit and a planning permit for a new crossover if:

New crossovers may not be supported in heritage overlay areas where vehicle crossover and parking at the front of houses have not been part of the history of that street or area.  

What is a Road Zone?

A Road Zone is a major road that is managed by the Victorian government department, Vic Roads. Examples of some of the Road Zones in Moreland are Sydney Road, Nicholson Street, Lygon Street, Bell Street, Pascoe Vale Road and Gaffney Street. Council manages most other roads, streets and laneways.

To see if your land is in or next to a Road Zone look at the Moreland Planning Scheme Online.  If you access your property from a Road Zone you need a planning permit to:

  • build a new crossover to your driveway, or 
  • narrow or widen your existing crossover to your driveway.

This is for both homes and businesses.

Vic Roads looks at Council’s planning permit applications for Road Zone crossovers.

When Vic Roads disagrees with an application, Council must refuse it.

Before you apply for a planning permit for a new or existing crossover in a Road Zone, talk to Vic Roads about your plans. 

Council's Urban Planners can provide you with contact details of the people to talk to at Vic Roads.

If you are able to get a letter from Vic Roads telling Council that they support your proposal, Council will not need to send your planning permit application to Vic Roads. 

If you provide this letter with your planning permit application it can reduce the time it takes Council to consider your application by a month or more.
