Planning permit for a liquor licence

A liquor licence allows you to sell alcohol for consumption as part of your business. The Victorian Commission for Gambling and Liquor Regulation issues liquor licenses and decides what kind of licence you need.

Often you also need a planning permit from Council to sell or consume liquor.

If you are a sporting club or organisation on land leased from Moreland City Council, you must also get Council’s permission for a liquor licence.

Do I also need a planning permit?

Some liquor licenses also need a planning permit from Moreland City Council.  They are:

  • General licence
  • On-premises licence
  • Full club licence, and
  • packaged liquor licence.

You do not need a planning permit for a:

  • limited licence
  • vignerones licence (to make liquor)
  • renewable limited licence (short tem licence), or 
  • BYO permit.

Information needed in the planning permit application

If you need a planning permit for a Liquor Licence you will need to provide Council with some information when you lodge your planning permit application, including the:

  • type of liquor licence you want (General Licence, Restaurant and cafe licence, On-Premises Licence or Full Club Licence)
  • proposed hours of operation
  • number of seats proposed
  • number of employees
  • information on any amplified music
  • plans showing the internal layout of the building and the land including the different activities (bar, restaurant/lounge, dance floor) as well any outdoor areas and smoking areas, and
  • any acoustic reports or measures to control noise such as double air-lock doors or other features.

Apply for a planning permit

Submit your application for a planning permit in person or by mail. Include:

What happens after I submit the application?  

After Council gets an application, it gives the application a number and an urban planner from Council begins to process the application.

After a week Council sends you a letter. The letter says:

  • that Council has your application, and
  • the name of and contact details of Council’s urban planner who is processing your application.

Council’s urban planner does a first assessment of the application and then may:

Planning property enquiring for liquor licences

When you apply to the The Victorian Commission for Gambling and Liquor Regulation  for a Liquor Licence they will ask you for a letter from Council that confirms that you have a planning permit for the premises you want to sell liquor from or a letter from Council confirming that you do not need a planning permit.

For example:

You can use Council’s Planning Permit Enquiry Form (DOC 66Kb) and will need to pay the planning property enquiry fee. Council will provide you with a written response within 14 days.

Liquor licences on land owned or managed by Council

If you are a sporting club or organisation on land leased from Moreland City Council, you must also get Council’s permission under the lease for a liquor licence before you:

To get Council’s permission under the lease, fill in the Consent of the Public Land Manager Form (DOC 90Kb) and send it to Council.
