Implementation of the Glenroy Structure Plan
Interim planning controls have been adopted into the Moreland Planning Scheme to reflect the requirements of the Glenroy Structure Plan while full controls are prepared. The Glenroy Activity Centre local policy is located at clause 22.16 of the Planning Scheme and requires that the structure plan be considered in the assessment of planning permit applications for land use and development for land within the activity centre.
Council have adopted a "Place Management" approach to managing change, and have appointed full time Place Managers for each of its key activity centres (Coburg, Brunswick and Glenroy). This approach recognises the complexity of managing change and the need to have a dedicated manager to coordinate and drive change and service delivery.
The Place Manager is focused on both the "big picture" and improving and influencing day to day service delivery.
A Glenroy Place Framework Implementation Program will be presented to Council for their consideration by June 2011, this will outline council's priorities for the centre in terms of both further strategic work and also physical improvements and capital projects. Glenroy Structure Plan Adopted by Council
The Glenroy Structure Plan was adopted by Council on 13 August 2008. Minor changes have been made to the draft plan following the community consultation period. Copies of the adopted Structure Plan are now available.
Council and the Activity Centres Team would like to pass on their thanks to the Community Reference Committee for the contribution they have made to the process of developing the Structure Plan and to the wider community for their input over the last 12 months. We hope you maintain that interest and get involved in the design and delivery of the projects coming out of the plan.
How did we get there?
Over the past two centuries, Glenroy has grown from a small farming community to a close-knit suburban community. How do we want to see Glenroy develop into the future?
The Glenroy Structure Plan project gives citizens an opportunity to voice their ideas and aspirations and ultimately shape a plan to guide the development of Glenroy's future. The plan will be a long term one, to be achieved over the coming decades.
The Glenroy Structure Plan is Moreland City Council's response to the Victorian Government's Melbourne 2030 strategy. A document referred to as a 'structure plan' will be created to guide future development in the area known as the Glenroy Activity Centre.
The key focus of the plan will be the area around the Glenroy Shopping Centre. However, the relationship to surrounding areas will be examined.
The Glenroy community has already commenced thinking and acting on their future over the past few years through the Linking Glenroy Project. Looking at a longer timeframe, the Structure Plan will build on this work to look at issues such as housing, retail, public spaces, transport, and open space. Guidelines for future development will form part of the project.
How has the study area for the Glenroy Activity Centre been determined?
For the Glenroy Activity Centre the study area is bounded by a notional radius of 400 metres from the Glenroy Railway Station, being the existing retail and business centre and its immediate surrounds.
This will be defined into a more defined study area as the project progresses. A wider area will be examined to enable a detailed understanding of Glenroy's role from an economic perspective, need for open space provision, social services need, transport hierarchy, housing etc and will shape the ultimate delineation of the activity centre.

Progress to date
All eight phases of the prepared the structure plan are complete.
Background research, analysis and identification of issues
A reference committee has been established comprising community and council representatives to help guide the structure plan process. The Committee's Terms of Reference include ensuring that community and key stakeholder needs, aspirations and views are identified and incorporated into the plan. They provide a 'sounding board' for the Activity Centres Team and a forum for discussion and feedback.
A range of broader consultation has been undertaken to seek community views on the current state of Glenroy and how people envisage its future. The consultation has included a newsletter and survey delivered to households and a business confidence survey distributed to businesses in the centre. Direct consultation with service providers, stakeholders and hard to reach groups in the community is ongoing to ensure a wide range of views and needs are canvassed.
Background and Issues Reports
The background research and analysis, and issues identification stage of the project was completed in August 2007, with the Brunswick Structure Plan Background, Issues and Consultation Report presented to Council at a Issues and Discussion workshop on 6 August 2007 and then updated (including data from the 2006 census, and feedback from SpeakOut Glenroy) and formally reported to Council with the draft Structure Plan on March 12 2008.

A community event SpeakOut Glenroy (PDF 1Mb) was held on Saturday 6 October, in Morgan Court, Glenroy to give the community an opportunity to provide feedback on the issues identified to date, and to discuss their thoughts on the future of Glenroy with Council.
Development of Vision
A "draft vision" for the future of Glenroy has been developed with the Community Reference Committee. The vision incorporates community values and desired outcomes and will inform and guide the future of the Glenroy activity centre.
Community input on the draft vision was sought at SpeakOut Glenroy.

Glenroy 2025: A modern village with heart
Glenroy will develop as a vibrant, well-connected and attractive centre that welcomes people of all ages, cultures and incomes. It will be a prosperous and sustainable centre that offers a range of opportunities for the community to live, learn, work, shop, meet and relax.
The Draft Glenroy Structure Plan
The draft Glenroy Structure Plan was received by Council at its meeting on 12 March 2008, for release for community consultation.
The Glenroy Structure Plan outlines an exciting vision for Glenroy, and provides a framework for the Glenroy Activity Centre over the next 15 to 20 years.
The activity centre includes strip shopping areas in Pascoe Vale Road and Wheatsheaf Road, the industrial area to the east of the rail line, and surrounding land. New development will create a vibrant mixed-use centre with more services, facilities, activity and residential opportunities in a high-quality environment.
The Glenroy Structure Plan is a long-term plan. Extensive consultation was undertaken on the draft version of the structure plan to gain feedback and views of the Glenroy and the wider Moreland community .

Adopted Glenroy Structure Plan
A report was presented to Council at its meeting on August 13 which included:
- A summary of the community consultation (PDF 1Mb) and submissions received;
- A schedule of recommended changes to the draft structure plan
- Recommendations regarding future implementation of the structure plan.
Council resolved to adopt the Structure Plan with some changes. Copies of the adopted Structure Plan are now available.
