Disabled persons' parking permits
How to apply for a disabled persons parking permit
Complete and sign Part A of the application form (DOC 179Kb).
- Take the form to your doctor and get them to complete and sign Part B
- Mail or bring your form to Council.
- Once your form is received, Council will determine which category of permit you are eligible for. Council uses assessment criteria set by VicRoads to make this decision.
- Council will issue your permit and mail the permit to you.

Blue parking permit
Blue permits allow the holder to park in a designated disabled car parking space.
The permit holder is also exempt from purchasing a ticket in a metered parking area, but only within Moreland City Council areas.
Disabled parking permit conditions vary from council to council and you may not eligible in other areas.
Green parking permit
A green permit provides the holder with double the time period to park in a timed car parking space.
You must purchase a ticket in a metered or ticket parking area, however you will be provided with double the time to park. For example, if the ticketed area specifies 1 hour parking, you are required to purchase a ticket covering the first hour and you will be entitled to an additional hour.
This permit does not allow the holder to park in a designated disabled car parking space.
Lost or Stolen Disabled Parking Permit
If a permit is lost or stolen, a statutory declaration must be signed and submitted to council. Once the statutory declaration is received, another permit will be issued.
