Road opening permit - work in a road reserve
There are several reasons why you may need to carry out works in the road reserve outside your property boundary, including connecting services such as water, gas or stormwater.
Works in main roads
Works in main roads require the consent of VicRoads. Footpath and nature strip works require a Council permit.
Works on a footpath, nature strip or roadway
If you carry out any works on a footpath, nature strip or roadway, you must apply for consent from Council.
Council staff can confirm which roads are the responsibility of Council and which roads are VicRoads responsibility.
Apply to work within a road reserve
The form used to apply for consent is called 'Works Within Road Reserves' and replaces the previous Road Opening Permit.
Lodging an application for consent to work within a road reserve incurs a fee that is set by the Victorian Government and varies according to the size and location of the works.
The fee is in the Works Within Road Reserve application form (XLS 96Kb).
Complete the application for consent to work within a road reserve and submit to Council with the fee.
You can:
- mail the form with your cheque or money order (no cash) to Moreland City Council, Locked Bag 10, Moreland 3058, or
- bring your form with payment to a Council Citizens Service Centre.
